kagekachouLooks: Tall and of a medium build, with brown hair and absolutely beautiful aaaargh the anime is so shiny blue eyes. Always wearing eyeglasses. Tends toward business suits, usually brown. Not a flashy dresser.
Smarts: No canon information, but given his accounting skills, I wouldn't be surprised if he'd had at least some university education. He's probably also gotten various sorts of training from his various places of employment (he did live to be 29, after all, he'd had to have had a job). He's an intelligent guy -- organized, can think on his feet, relatively good at investigating.He's just emotionally dumb.
Personality: Authoritative, super-responsible, uptight and rather cold. To most people, he's polite, if in a business-like fashion. To people with whom he's familiar? He can be quite... well, let's call it "tough love." XD Despite his mercenary, prickly exterior, though, he's so very squishy on the inside. He's a guy who will kick a kitty, then put on a grumpy face and give it some leftover fish anyway. And do that everyday. And he'll basically do anything for the people he loves, including trying (if not succeeding) to let them go.
Home Ec: Tatsumi is such a wife. He's canonically an excellent cook. We see shots of his house, which is both large and spotless, so I'm saying that he's a good housekeeper. It seems that he had to take care of both himself and his mother when he was growing up, and he's been living on his own for decades in his afterlife. A++ in home ec for this guy.
Combat Skills: Shadow master, ftw. He can seriously fuck your shit up with those things.
Special Abilities: Again, shadows. Also, has super secretary skills. Glasses-flashes very well. Can be a scary mother-fucker in general.
In-laws: Getting involved with one shinigami means getting involved with the whole shinigami family. :DDD Which in camp would mean Tsuzuki, Hisoka, Saya and Yuma (and, to a lesser extent, Byakko). If you are his partner and are not Tsuzuki, be prepared for Tatsumi to continue to devote a large amount of attention to Tsuzuki.
Competition: Your main competition is Tatsumi being able to get over Tsuzuki.

Finances: Despite working in the lowest-paying division in Meifu, Tatsumi seems to live quite comfortably. This is probably largely thanks to his money-managing skills, which are top-notch. As part of that, though, he holds the purse strings quite tightly, however, and is a penny-pincher of the highest caliber. Be prepared for a lot of bargain shopping.
Sex: A rather traditional sort of guy... if you let him top. Which he'll want to. Because he has control issues. But he would probably be willing to go along with a more creative partner up to a certain point, if said partner insisted. Really, Tatsumi just wants to make you happy. He likes making people happy.
Overall: If you have the emotional stability to give Tatsumi a figurative kick in the ass when he needs it and not let his low points get you down? A great catch. ^_^
